Britain has answered the hardest question facing AI startups (who will be the first big customer?) with the state itself: the Sovereign AI R&D Procurement Programme is now open for applications. [The programme's](https://sovereignai.gov.uk/?ref=globalfeed.ai) pitch is one line: government, as your customer. Ambitious British AI companies will work directly with government on real public problems, with up to £100 million available.

What sets it apart is that it was designed around the realities of building a startup: no minimum turnover, net asset or cash reserve requirements; a simplified application process; companies keep their intellectual property; and upfront payments are offered where needed to support cash-constrained startups. Every threshold that classic public procurement uses to filter startups out at the door has been deliberately removed.

The first challenge list is out, and one entry stands out: enabling safe AI agent adoption. Tagged to the National Cyber Security Centre, it asks for the evidence and controls that would let a CISO make an informed risk decision on adopting an agent; the state, in other words, will buy the infrastructure for opening the door to the agent era in a controlled way from startups.

The bigger picture: this week we tracked the sovereignty wave from in-country inferencing in India to Oracle's dedicated cloud regions; Britain is now building the demand side of the same wave. Startups scale where the state is a customer, and if the programme works, other capitals copying the template would surprise no one.
